When one thinks of a Cat, one usually imagines a dexterous, quick, graceful animal. The Cat's Eyes is a unique Ring in the game that actually has mods that do reflect all these positive descriptors.
The Stats:
Level Requirement: 50
30% Faster Run/Walk
20% Increased Attack Speed
+100 Defense vs. Missile
+100 Defense
+25 to Dexterity
30% Faster Run/Walk
Faster Run/Walk is rarely found in Amulets, but it is a very good ability to have, due to the large advantage being able to move quicker gives you, both in PvM (Players vs. Monsters) and PvP (Players vs. Players) games.
20% Increased Attack Speed
Cat's Eye may give you the extra IAS you need to break the maximum IAS breakpoint. The faster your weapon speed, the more blows your can strike within a given period of time. The more blows you can strike within a given period of time, the faster you will be able to kill monsters in the game.
+100 Defense vs. Missile
+100 Defense
Cats are agile creatures, able to leap out of harm's way with a grace that humans envy. With these two mods, you'll be able to have a better Defense, both against melee attacks and ranged missiles.
+25 to Dexterity
The IAS indicated that this amulet would be more useful to melee characters rather than casters. With the hefty +25 points bonus to Dexterity, melee characters can experience three things: (1) They don't need to invest too many attribute points into Dexterity to meet high Dexterity requirements, which means they can invest the attribute points into Vitality instead, for more life (2) an improvement in Attack Rating, thus being able to better hit monsters around the level a little better, and lastly (3) an improvement in your % Chance to Block.
Summary:
The IAS points towards a melee character, but really, Cat's Eye can be worn by anyone, but the lack of mods and Resistances boost on it make it an unappealing choice for casters.
